Social media harassment in Georgia: this guide explains the applicable rights, rules, documents and procedures using official sources.
An insult, a false factual allegation and an AI-generated degrading or intimate image are legally distinct. Marking content “AI-generated” does not automatically avoid liability where a real person remains identifiable.
Opinion, insult and defamation
Opinion is subjective evaluation; defamation is a materially false fact damaging reputation. A single rude comment is not automatically criminal, but may support civil remedies. Threats, extortion, private-data disclosure and systematic harassment can trigger criminal law.
AI manipulation and image rights
Georgia does not have one universal offence covering every deepfake. Existing rules apply: Civil Code Article 18 protects image, dignity and privacy; data law can cover identifiable facial images and alteration; defamation applies where the montage asserts a false fact; Criminal Code Articles 157 and 157¹ may apply to private-life information or secrets. A public profile photo is not blanket consent for degrading or intimate manipulation.
Criminal risk
Unlawful internet disclosure of private-life information or personal data causing considerable damage can carry up to four years under Article 157. Online disclosure of a secret of personal life can carry five to eight years under Article 157¹. Credible threats fall under Article 151; systematic online stalking under Article 151¹.
Civil and data remedies
A defamation claim must be filed within 100 days after learning or being able to learn of the statement. A court may order publication of its decision and material/non-material damages, but not a compelled apology. Since 2 March 2026, Georgia’s State Audit Office supervises personal-data processing.
Immediate steps
- Preserve full screenshots, URL, account ID, timestamps and engagement.
- Keep original and manipulated files without altering metadata.
- Use impersonation, harassment, privacy and non-consensual-intimate-image reporting.
- Send written takedown and no-republication demands.
- For threats, blackmail, intimate content or stalking call 112 and contact cybercrime police.
